Position and function of Quynh Nhai Police:

Quynh Nhai Police belongs to the organizational system of the People's Public Security force, with the task of protecting national security and maintaining social order and safety; presiding over and implementing unified state management of protecting national security and maintaining social order and safety in the area; directly fighting against plots and activities of hostile forces, all types of crimes and violations of laws on national security, social order and safety. Organizing and building a clean, strong Public Security force, moving towards regularization and gradually modernizing.

Powers of Quynh Nhai Police:


Proactively grasp the situation related to national security and social order and safety in the locality; advise the provincial police, the People's Council and the People's Committee on policies, measures and plans to carry out the task of protecting national security and social order and safety. Direct, guide, inspect and examine agencies, organizations and citizens in the area to carry out the task of protecting security and order and building a movement for the whole people to protect national security.
Organize the absolute safety protection of high-ranking officials of the Party and State, international delegations coming to work or passing through the locality... Conduct basic investigation work, grasp the situation, proactively prevent, detect and fight to defeat all plots, intelligence activities, reactionary espionage and terrorism; receive, handle and prosecute cases of violating national security.
Implement immigration management; Manage foreigners and overseas Vietnamese residing in Vietnam; protect state secrets; ensure border security according to the law.
Coordinate with departments and branches to carry out the management of internal political security, economic, cultural, social and national defense security.
Prevent, detect and combat crimes and violations of the law on social order and safety, environmental protection; detect causes and conditions for crime and propose remedial measures; participate in educating violators in the community. Manage household registration, issue citizen identification cards; manage seals, conditional business lines; ensure traffic safety, public order; manage weapons, explosives; prevent and fight fires and rescue according to the law.

Tasks of the People’s Public Security Forces:

  • Gather, analyze, assess, and forecast information on national security, social order and safety; propose to the Party and State the issuance and implementation of policies, laws, strategies for safeguarding national security, ensuring social order and safety, and combating crime and violations related to national security, order, and safety.

  • Participate in evaluating and assessing the security impact of socio-economic development projects and planning in accordance with the law.

  • Integrate security protection—for national security, social order and safety, crime prevention, and combating violations—with socio-economic development; effectively coordinate security activities with defense and foreign affairs.

  • Proactively prevent, detect, intercept, and thwart schemes and acts infringing on national security; eliminate threats to independence, sovereignty, territorial integrity; protect the Party, the State, the people, and the socialist regime; safeguard political security in areas such as ideology, culture, economy, national defense, foreign affairs, information, society, environment, science and technology; protect other national interests; national unity; and citizens’ lives, health, honor, dignity, property, democratic freedoms, and lawful rights and interests of organizations and individuals.

  • Conduct intelligence activities in accordance with the law.

  • Protect high-ranking leaders of the Party and State, visiting foreign delegations; secure important political, economic, diplomatic, scientific-technical, cultural, and social events, and critical infrastructure related to national security; protect foreign diplomatic missions, international organizations, and individuals with access to state secrets; safeguard special transports as prescribed by law.

  • Manage the safeguarding of national security secrets; oversee entry, exit, transit, and residency of foreign nationals in Vietnam; manage Vietnamese citizens abroad; control border entry and exit through legal checkpoints; coordinate with the People’s Army, relevant agencies, and local authorities to secure borders, ports, islands, airspace, and enforce national security, social order, and safety at border areas, in accordance with law and international agreements.

  • Manage network security, ensuring cyber protection and combating cybercrime per legal regulations.

  • Oversee crime prevention and control, counter-terrorism, handling complex national-security and public-order incidents; prevent and suppress crime harming social order and safety, environmental protection, resource, and food safety; receive, investigate reports and complaints of crime; propose criminal prosecution; prosecute and investigate crimes; maintain crime statistics; identify root causes and conditions contributing to crime and violations; recommend remedial measures; and participate in community-based rehabilitation.

  • Administer penal enforcement: temporary detention and imprisonment; manage prisons, detention centers, reformatories, and juvenile education centers; enforce criminal judgments, judicial decisions, and legal sanctions; supervise and educate juvenile offenders exempt from criminal responsibility; oversee conditional early release cases; safeguard evidence storage, court security, and other judicial support tasks as prescribed by law.

  • Adjudicate administrative violations in national security, public order and safety; carry out administrative penalties and legal measures; ensure order during enforcement actions ordered by competent authority.

  • Manage:

    • residency registration and the national population database and citizen identification;

    • seals;

    • traffic safety and public order;

    • weapons, explosives, precursor chemicals, and police equipment;

    • fire prevention and rescue activities;

    • public order in conditional business sectors.

  • Lead and coordinate public education campaigns on national security, public order, safety, and crime prevention; supervise, inspect, and handle complaints, denunciations, and violations in public security; drive the movement of all people in defending the Fatherland; guide agencies and organizations in protecting internal political security, economic security, ideological-cultural security, cybersecurity, information security, social security, and environmental security.

  • Train and mobilize civilian forces (e.g., local security teams, community police, enterprise security units) in compliance with law.

  • Apply mass mobilization, legal, diplomatic, economic, scientific-technical, tactical, armed, and other measures to protect national security, public order, and combat crime and violations against state laws.

  • Use weapons, explosives, tactical equipment, force, or other technical tools to attack and arrest criminals, stop ongoing legal violations, or in legitimate self-defense as provided by law.

  • Decide or recommend suspension (temporary or permanent) of operations of agencies, organizations, or individuals posing threats to national security or social order; request agencies, organizations, or individuals to provide information, documents, or items relevant to security violations; mobilize or requisition means of communication, transport, or other facilities, and people in emergency situations to protect national interest, social order, or prevent consequences.

  • Implement security measures in wartime, emergency situations, or when national security or public order are threatened but a state of emergency has not been declared.

  • Develop and manage the public security industry; research, apply, and harness advances in science, technology, and technical measures in protecting national security, public order, and in crime prevention and combat.

  • Build the People’s Public Security Forces to be revolutionary, disciplined, upright, and gradually modern—prioritizing the modernization of certain units—as the core force in safeguarding national security, public order, and crime prevention and fighting.

  • Fulfill international obligations: engage in international cooperation in crime prevention, national security, and public order; provide judicial assistance in criminal matters; the Ministry of Public Security acts as the central authority for extradition and transfer of sentenced persons under law.

  • Execute other tasks and authority as prescribed by law.
