On July 7, Son La Provincial Party Committee held a conference to review the first 6 months of the year and deploy key tasks for the last 6 months of the year on science, technology, innovation and digital transformation development.
Son La promotes digital transformation
Mr. Hoang Quoc Khanh, Secretary of the Provincial Party Committee, Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation of the province chaired the conference.
Attending the conference were Mr./Ms. Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Son La Provincial People's Committee; leaders of departments, branches and sectors. The conference was connected online to communes and wards in the province.
In the first 6 months of 2025, the work of leading, directing and organizing research, studying and implementing the resolutions and decisions of the Central and the province on science, technology, innovation and digital transformation development has been implemented drastically.
The Provincial Party Standing Committee held an online conference to disseminate Plan No. 25-KH/TW of the Central Party Secretariat with the participation of over 7,330 delegates. Immediately afterwards, 100% of Party cells, grassroots Party committees and more than 97% of Party members were informed of Resolution No. 57-NQ/TW, demonstrating the synchronization and unity in the entire political system of the province.
To ensure effective implementation, the Steering Committee for Science, Technology, Innovation and Digital Transformation in Son La province was established, with clear operating regulations and specific assignments to members. At the same time, the Son La Provincial People's Committee also issued Plan No. 142/KH-UBND and established a Steering Committee and an interdisciplinary working group to direct the implementation.

Information and communication work is given special priority and promoted. Son La province has issued a list of shared databases (Decision No. 1429/QD-UBND dated June 17, 2025) and continuously provided and updated data in the open data list on the province's Open Data Portal, facilitating access to information and transparency in government operations.

At the grassroots level, communes and wards have been assigned and operated headquarters, equipment, and Public Administration Service Centers. Transmission channel security devices, data, and key security devices have also been handed over. In particular, the Centrally transferred Operational Operating System software (iCPV) and the Document Management Operating System (vnpt-ioffice) have been installed and supported for effective use, contributing to improving the capacity of management and serving the people.
At the conference, delegates focused on discussing and proposing solutions to effectively implement tasks on science and technology development, innovation, and digital transformation. In particular, the discussion focused on completing facilities, human resources, Internet, etc.

Son La discusses solutions for science, technology development, digital transformation
To continue promoting the development of science, technology, innovation and digital transformation, in the last 6 months of 2025, Son La will continue to thoroughly grasp and seriously implement Resolution No. 57-NQ/TW; strengthen inspection and supervision of implementation. Son La province will focus on completing the tasks assigned by the Central Government and the tasks according to the Plan and Work Program of the province, especially the tasks that are still in the process of implementation.
Strictly implement the reporting regime, provide accurate data to the Information System for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW. At the same time, proactively propose appropriate projects and tasks, allocate resources and promote connection and data sharing between databases.
Son La will also proactively work with the Ministry of Science and Technology and telecommunications corporations to invest in eliminating blank, low-bandwidth and Internet-free areas, ensuring a solid infrastructure for digital transformation.
Party Secretaries and Chairmen of People's Committees of communes and wards are assigned to direct the establishment of a Technology and Professional Response Team, strengthen the Community Digital Transformation Team and prioritize the arrangement of adequate equipment and human resources for digital transformation tasks, especially for the Public Administration Center.

Speaking at the conference, Mr. Hoang Quoc Khanh, Secretary of the Son La Provincial Party Committee, emphasized the need to continue to thoroughly grasp and seriously implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. In particular, it is necessary to strengthen inspection and supervision of the implementation of this Resolution at all levels of Party committees and organizations in the province.

The Secretary of the Son La Provincial Party Committee requested relevant units to focus on completing the tasks assigned by the Central Government and the tasks according to the province's work plan and program in 2025, especially the key tasks according to Resolution 57-NQ/TW and the announcements and plans of the Central Steering Committee.
Focus on completing the organization of the grassroots apparatus; invest in eliminating blank, concave and Internet-free copies, ensuring solid infrastructure for digital transformation; complete facilities at commune and ward units, etc.
With the results achieved in the first 6 months of the year and clear directions for the last 6 months of the year, Son La is demonstrating its strong determination in making science, technology, innovation and digital transformation become key driving forces for the province's sustainable development.
