VOV.VN – With a determined, innovative, and creative spirit, in recent years, departments, agencies, and localities of the mountainous province of Son La have focused on administrative reform, removing bottlenecks and obstacles, especially in addressing issues of concern to people and businesses.
Moc Chau Town ranks among the top 3 districts in administrative reform index rankings among districts, towns, and cities of Son La province from 2021 to 2024. Notably, based on surveys on citizen and business satisfaction, Moc Chau also tops the provincial district-level competitiveness index ranking in 2024.
Communes and wards of Moc Chau Town are focusing on administrative reform to serve the people and businesses.
To date, Moc Chau Town has provided over 300 full and partial online public services at the town level, and over 100 public services at the commune and ward levels. The electronic one-stop information system has been implemented in all communes and wards; the rate of online processed applications exceeds 80%...
Mr. Le Trong Binh, Chairman of the People’s Committee of Moc Chau Town, Son La, said: “We closely follow the people's wishes and maintain channels to receive public feedback. At the same time, we direct the one-stop division to improve the working style of public officers; implement synchronized solutions, especially online administrative procedures at levels 2, 3, and 4, ensuring results are returned to people on time and according to their expectations. If any issues arise during implementation, a feedback message must be sent so people and businesses are informed.”
Alongside localities, many departments and sectors in Son La province have also taken determined and creative approaches to administrative reform. For example, the Department of Culture, Sports and Tourism of Son La leads the provincial sectoral competitiveness index in 2024.
Son La is actively promoting digital transformation in tourism to serve visitors, support businesses, and improve management.
According to Mr. Tran Xuan Viet, Deputy Director of the Department of Culture, Sports and Tourism of Son La, the sector is particularly focused on digital transformation. Basic tourism data has been digitized, and the department is developing a smart tourism ecosystem to better support businesses, tourists, and tourism management.
“There are many features supported by this smart tourism ecosystem: full information on locations, sites, tourism products, and service providers is available to tourists; smart tourism maps and essential services such as audio guides and tour guides are also provided. Especially, AI technology is being applied to support tourists and tourism enterprises. The software will also collaborate with the agriculture, environment, finance, and transport sectors to issue alerts on traffic, storms, weather, public safety; and introduce investment attraction plans and projects,” Mr. Viet said.
To improve the investment and business environment, enhance economic governance quality, and support people and businesses, in recent years, Son La province has been striving to raise its provincial competitiveness index. At the same time, it has developed and maintained competitiveness indexes for departments, sectors, and districts. In 2024, Son La surveyed more than 1,300 businesses, cooperatives, and household businesses to assess their satisfaction with local governance and public services.
The Department of Culture, Sports and Tourism and Moc Chau Town lead Son La’s 2024 sectoral and district-level competitiveness rankings.
Mr. Le Hong Minh, Vice Chairman of the People's Committee of Son La Province, said: “We direct departments and localities to focus on issues, especially the low-ranking indicators, such as land access, land procedure difficulties for households, site clearance, land recovery procedures, compensation, site clearance costs and time... At the same time, promote government proactiveness at the provincial and district levels. In the future, with 75 commune-level governments getting closer to the people, we must have solutions to overcome shortcomings and serve the people better.”
According to the 2025 Administrative Reform Plan approved by the People’s Committee of Son La Province, there are 7 key tasks and 75 specific tasks. Departments, agencies, and People’s Committees of districts, towns, and cities have proposed over 1,200 tasks with clearly assigned responsibilities and timelines for each agency and unit to implement. Son La also aims to cut administrative processing times by at least 30%, especially for procedures directly related to citizens.
Mr. Ha Van Thao, Chairman of the Board of Directors of Son La Hotel and Tourism Joint Stock Company, said: “As a business operating in Son La for many years, we see that business support policies have improved a lot, especially over the past 5 years. Administrative procedures and land access for businesses have significantly improved.”
Despite being a mountainous province facing many challenges, Son La has always prioritized building and developing e-government and digital government. Currently, the province is effectively maintaining shared digital platforms such as: provincial-level data integration and sharing; smart operation monitoring centers; administrative procedure resolution information systems; and national databases on population, land, and business registration... with the aim of accompanying and creating a favorable investment and business environment for people and enterprises, contributing to the socio-economic development of the province.
